Updated Special Education Procedures by IASB as of March 2026
The Illinois special education regulations require, as part of a school district’s comprehensive program of special education for students with disabilities, that districts maintain a set of written procedures to implement that program. The Illinois Council of School Attorneys and the Illinois Association of School Boards have developed a sample Special Education Procedures Assuring the Implementation of Comprehensive Programming for Children with Disabilities, which was recently updated in March 2026. While these procedures are not contained within PRESS, which most Illinois districts use for their policies and procedures, these procedures can be included with Policy 6:120 and its associated administrative procedure in order to meet this requirement.
After the first round of cyclical monitoring from ISBE last year, a concern commonly flagged was that many districts had not adopted any special education procedures, or that they were significantly out of date if they had. The ICSA committee, including attorneys from Franczek, have reviewed and updated these procedures every few years, as needed.
The March 2026 updates reflect recent changes to the Illinois School Code and the Illinois special education regulations. The updated Procedures are available from IASB here.
