Franczek FAQ ISBE Guidance Phase 4 Updated July 1 2020On June 23, 2020, the Illinois State Board of Education (“ISBE”) and the Illinois Department of Public Health (“IDPH”) released a guidance document addressing return to school during Phase 4 of the Restore Illinois Plan this fall. The 63-page document, “Starting the 2020-21 School Year: Part 3 – Transition Joint Guidance,” which we refer to as the “ISBE guidance,” includes numerous recommendations and mandates for schools while nonetheless recognizing that schools retain the ultimate discretion to choose whether to follow them.
