Overview

David focuses his practice on K-12 and higher education matters from the firm’s Champaign office. He currently serves as general counsel and primary contact for dozens of school districts of varying enrollments across the state of Illinois, as well as providing advice, defense, and investigations for schools and universities in various contexts.

He has extensive experience serving clients in matters of labor management, including collective bargaining, arbitration, agency investigations, termination, and human rights complaints. David has also counseled clients on student discipline and management and provided the original draft of the Illinois Principals’ Association’s Model Student Handbook and he co-authored the Illinois School Law Survey.

David advises clients on Title IX, Title VII, and Title VI matters at all stages, from investigations to litigation. He has conducted investigations and advised schools under investigation, bringing a wealth of experience to these matters.  He has previously represented clients in matters before the Equal Employment Opportunity Commission, Office for Civil Rights (including schools subject to oversight from the Department of Justice), Illinois Department of Human Rights, Illinois Educational Labor Relations Board, Illinois State Board of Education, Illinois Department of Employment Security, and Illinois Department of Labor.

He is a member of the Illinois State Bar Association, the Illinois Council of School Attorneys, and the National School Attorneys Association. For over a decade, he has served as an adjunct professor teaching school law at Illinois State University and was previously adjunct faculty at Southern Illinois University, Edwardsville. He previously served on the Education Law Council of the Illinois State Bar Association from 2008-2011 and was Assistant Editor of the section council’s newsletter from 2009-2010.

David received the NTT Education Faculty of the Year award from the Illinois State University Educational and Administrative Foundation in 2018.
