First, P.A. 096-0542 amended the Illinois Freedom of Information Act (FOIA) to include sweeping changes, effective January 1, 2010. This seminar reviews the significant changes to FOIA and includes suggestions for how school districts should prepare for policy revisions, changes in internal procedures, approaches to responses and exemptions under the amended FOIA and other implementation details.
Second, school districts are now required to report compensation and benefits information for certain school district employees. P.A. 096-0434 and P.A. 096-0266 both add new sections to the School Code, but include distinct requirements. The presentation discusses the varied requirements of these two laws, including which employees are covered, what is considered to be compensation or benefits, reporting and internet-posting nuances, and other details for school district compliance.
