RIFs and Layoffs: The Next Chapter

As part of the Illinois Public Employer Labor Relations Association (IPELRA) Annual Conference, Amy Moor Gaylord and Michael Richardson provide a lively discourse on reductions in force and what lies ahead for public sector employers.  This panel session, including members from various Illinois municipalities, discusses the experiences of implementing reductions in force, including the issues they faced when implementing workforce reductions, how or whether workplace savings have been achieved, what union responses have been to cutbacks, and how they have recalled employees or engaged in post-workforce reduction hiring.  Topics also include recent grievance and interest arbitration awards issued in the context of reductions in force.
