The article, "Education Reform in Illinois: Making Performance Count," by James C. Franczek, Jr. and Amy K. Dickerson was published in the Winter issue of the Illinois Public Employee Relations Report.  The article provides an analysis of the key changes under Illinois' education reform laws impacting collective bargaining negotiations and labor relations among school districts throughout the State.  In particular, the article provides an overview of PERA, Senate Bill 7 and House Bill 1197 and discusses the guidance on these new laws issued by the Illinois State Board of Education (ISBE).
