Scott R. Metcalf
Scott’s practice covers a broad range of matters within the fields of revenue protection and school business operations. Scott represents organizations in property tax matters in the Circuit Court and at the Illinois Property Tax Appeal Board. He also assists in real estate matters including land transfers, obtaining and litigating exemptions and leases. Scott advises organizations in school business operations that include contracts for the procurement of goods and services and construction projects.
Scott joined the firm in March 2008. Prior to joining the firm he held various positions at the Civic Federation, a nonprofit government research organization specializing in public finance and tax matters. As Vice President & Research Director, Scott co-authored a Civic Federation report on the Illinois sales tax that was published in State Tax Notes. While in graduate school Scott worked as the business assistant at the Midwest Political Science Association.
Scott is a member of the American, Illinois State and Chicago Bar Associations. He co-authored “Identifying and Mitigating Sources of School Revenue Erosion,” for the September 2009 issue of School Business Affairs. Scott has also presented regularly on bidding and contracts issues at the annual meeting of the Illinois Association of School Business Officials.
Scott was raised in South Dakota and enjoys the great outdoors. He looks forward to an annual trip involving either hiking in the mountains or canoeing in remote rivers.
