Paper from National Council on Teacher Quality Argues for Alternative Approach to Teacher Pension Design

Janet S. Hansen, Vice President and Director of Education Studies at the Committee for Economic Development, wrote this background paper on teacher pensions. It reviews the differences between public and private sector pension plans, the characteristics of teacher pension plans, and the funding of current teacher pension plans. It goes on to argue that the traditional dichotomy between defined benefit and defined contribution pension plans obscures important aspects of pension policy. It suggests that cash balance pension plans are an option worthy of consideration.
