Outgoing Secretary of Labor, Elaine L. Chao, in an online Wall Street Journal opinion column, argues in favor of maintaining the secret union ballot system as is. Chao describes the Employee Free Choice Act’s proposed "card check" initiative as a measure "which would deprive workers of . . . a vital protection."
