Dawn M. Spivey, a partner at Franczek Sullivan P.C., represents school districts with respect to general matters of education law, with an emphasis on business-related issues and school desegregation. Ms. Spivey counsels school districts on topics such as Open Meetings Act, Freedom of Information Act, board governance and policy, use of technology, student records and student residency. Ms. Spivey drafts, negotiates and otherwise assists school districts with all aspects of intergovernmental agreements and contracts, and she guides school-supporting organizers in the establishment of not-for-profit corporations. Ms. Spivey’s practice also includes all aspects of school desegregation. She has appeared before federal and local courts and presented education law seminars to clients and education organizations.

Prior to joining Franczek Sullivan, P.C. in 2001, Ms. Spivey was the Legal Affairs Specialist for the Southeastern Equity Center, serving as a consultant to school districts in eight states regarding educational equity, including federal desegregation consent decrees, racial/ethnic/sexual harassment and cultural sensitivity training. Proficient in Spanish, Ms. Spivey is licensed to practice law in Illinois and Florida, and she is an active member of several bar associations, school law councils, and alumni organizations. In 2006, Franczek Sullivan created a Community Investment Officer position and appointed Ms. Spivey to coordinate the philanthropic, community service and pro bono initiatives of the Firm.

Ms. Spivey obtained her law degree cum laude from the University of Illinois in 1997, receiving honors for legal writing/research and public interest work. Also in 1997, Ms. Spivey earned a master's degree in Educational Organization and Leadership from the University of Illinois. She obtained her undergraduate degree in Social Science from Kansas State University in 1993, with minors in Spanish and American Ethnic Studies.
